This is a custom camouflage net seen around the time of the Invasion of Panama (1989), with actual BDU (Battle Dress Uniform) fabric attached. It was mainly worn on PASGT helmets and was a common sight among U.S. Army units at the time.
This customization was created by soldiers in the field, who modified their issued equipment to improve camouflage effectiveness. It was particularly seen in operations in Central America in the late 1980s (jungle warfare), where it was done to enhance the effectiveness of the Woodland pattern.
