It's a rare item because it's an early model.

This is a ONE PIECE Luffy straw hat, exclusive to Universal Studios Japan.

I bought it at USJ several years ago and only used it for a short time that day.
I've stored it in a dark place at home, so there are no noticeable scratches or damage.
I bought it the first year USJ and One Piece collaborated, so the tag color is different from the current ones, making it quite rare.
I will package it to protect it from water damage before shipping.
